Jessie T. Baker is the Chief of Staff for the Ohio Emergency Management Agency. Ms. Baker most recently served as the Ohio EMA Plans Branch Chief for five years, where she was responsible for the Ohio Emergency Operations Plan, which includes planning and preparedness for natural disasters of all types as well as hazardous materials and terrorism. During disaster response, she coordinated planning functions in the Ohio Emergency Operations Center.

Previous state positions include Chief of the Ohio Department of Commerce, Division of Unclaimed Funds, Enforcement Manager for the Department of Commerce, Bureau of Underground Storage Tank Regulations (BUSTR) and Chief of Enforcement for the Ohio Department of Liquor Control.

Before making the move to state government, Ms. Baker had a 16-year law enforcement background. She served as a Special Agent for the Federal Bureau of Investigation, working on white collar crime, bank robbery, fugitives, kidnapping, and international terrorism. She entered the FBI after a 12-year career as a police officer with the Lawrence Kansas Police Department. Ms Baker is a graduate of the University of Kansas, and a native of St. Louis, Missouri.
