The Citizen Corps mission is to bring community and government leaders together to coordinate the involvement of community members in emergency preparedness, planning, mitigation, response, and recovery.

The Ohio Emergency Management Agency collaborates with the Ohio Community Service Council (OCSC) as a member of the Ohio Citizen Corps Council in delivering Citizen Corps programs to Ohio.

More information on the Ohio Citizen Corps Council can be found on OCSC's website at www.serveohio.org. Volunteers can also register on the website and find out more information on volunteer opportunities. There are five key programs under the auspices of Citizen Corps: Community Emergency Response Teams, Volunteers in Police Service, Neighborhood Watch Program, Medical Reserve Corps and Fire Corps. The Terrorism Awareness & Prevention program is an additional outreach initiative unique to the State of Ohio. These Citizen Corps programs form the basis, the foundation by which communities may structure additional initiatives based on need.

This form, which is a prerequisite for receiving the Citizen Corps Program Grant, provides for the disclosure of lobbying activities, which may bar an applicant from receiving funds. It is pre-populated with information for Ohio's Citizen Corps Program Grant. It is completed pursuant to 31 U.S.C. 1352

Assurances of Non-Construction Activities
This federal assurance form, which is a prerequisite for receiving the Citizen Corps Grant, provides assurance from the sub-recipient that this grant will not be used for the purposes of construction.

(Applies to the 2005 Homeland Security Grant Program, including Citizen Corps)
The OJP Financial Guide serves as a primary reference manual to assist award recipients in fulfilling their fiduciary responsibility to safeguard grant funds and ensure funds are used for the purposes for which they were awarded. The Guide should serve as a day-to-day management tool for OJP award recipients and may be used by subrecipients in administering their grant programs. The provisions of the guide apply to all grantor agency awards.

This document, geared towards local officials and useful to anyone, provides an overview of the Citizen Corps Program. It includes an overview of Citizen Corps related programs and outlines the steps to establish a Citizen Corps Council.

Lucas County CERT Instructor Slides
The Lucas County CERT program has added slides to all or most of the CERT modules based on the FEMA CERT Instructor Guide as well as activities and policies unique to their program. Fire Corps Resource Guide
This guide was by the Department of Homeland Security's Office of Community Preparedness/Citizen Corps through the United States Fire Administration. It provides useful information on the benefits of a Fire Corps Program, Steps to take in order to establish and manage a program, and assess, recruit, train and retain volunteers.

Medical Reserve Corps
The Medical Reserve Corps (MRC) is a national program with a local, community-based emphasis. Its mission is to support community efforts to utilize local medical and health volunteers during emergencies and at other times of community need. Based on local needs and available resources, each community's MRC will function differently.

Volunteers in Police Service (VIPS)
The International Association of Chiefs of Police (IACP) manages and implements the VIPS Program in partnership with and on behalf of the White House Office of the USA Freedom Corps and the U.S. Department of Justice. The program's ultimate goal is to enhance the capacity of state and local law enforcement to utilize volunteers.
These documents provide information to departments and volunteers on how to start or join a VIPS unit.
