Collaborative planning efforts are one of the cornerstones of an effective emergency preparedness program.

Planning is critical to emergency management because it illustrates the need for all levels of government, the private sector, and non-governmental agencies to prepare for, protect against, respond to, and recover from a wide spectrum of events that exceed the capabilities of any single entity.

Emergency planning has become more important over the last 20 years due to the impacts of ever changing weather patterns, potential issues associated with catastrophic events, and, after 9/11, the possibilities of terrorist threats. The outcome of good emergency planning is reduce, control or mitigate the effects of the emergency.

Emergency planning is the responsibility of everyone. From providing national response guidance at the Federal level, coordinating disaster response at the State level, and responding to disasters at the Local level, to creating a family disaster preparedness kit and communications plan -- all individuals have a stake in emergency planning.
